Policy Committee
RMAP planning is guided by the Policy Committee which has final authority over all matters within the jurisdiction of RMAP. The Policy Committee membership is representative of the general purpose units of government in the planning area and particularly those in the Urbanized Area. The Policy Committee consists of the following persons (or as necessary their duly authorized representatives):
- Mayor of the City of Rockford
- Mayor of the City of Belvidere
- Mayor of the City of Loves Park
- Village President of the Village of Machesney Park
- Board Chairman of the County of Winnebago
- Board Chairman of the County of Boone
- Region Engineer for the Illinois Department of Transportation, Region 2

Technical Committee
The Technical Committee provides technical advice and recommendations to the Policy Committee, and conducts or oversees the technical planning functions and duties of RMAP. The Technical Committee consists of one duly authorized representative from the following transportation planning or implementing agencies with responsibility in the urban area:

- Belvidere Public Works Department
- Boone County Highway Department
- Cherry Valley, Village of
- Chicago-Rockford International Airport
- Illinois Department of Transportation, Region 2
- Loves Park Public Works Department

In addition, there are several non-voting members of the technical committee, ranging from state and federal partners to local organizations, who provide input and updates on matters of regional importance.

Mobility Subcommittee
To promote communication and coordination between public transit and human services providers as well as public participation, RMAP has created a Mobility Subcommittee. The Mobility Subcommittee originated from the Getting to Work in Greater Rockford (GTW) organization, which was part of the larger statewide Work, Welfare and Families coalition. The Mobility Subcommittee consists of human services and transportation agencies, governmental entities, workforce investment organizations, public and private transit providers, assisted living facilities and ambulance providers. The GTW organization began in 2005 and has met since to discuss transportation options for transit dependent populations and is continuing to do so as the RMAP Mobility Subcommittee.
The duties of the Mobility Subcommittee are to facilitate public involvement to identify transportation needs, identify and work with resource agencies to develop strategies addressing the transportation needs of public transit dependent populations. The Mobility Subcommittee also advocates for enhancements, expansion and new services that improve the wellbeing of public transportation dependent populations.
While the initial charge of the Mobility Subcommittee was to assist in the creation of the Coordinated Public Transit-Human Services Transportation Plan (HSTP), the subcommittee also assists in exploring other possible transportation services and mode choices to adjacent areas to RMAP as well as address and act upon associated issues as identified by the Technical and Policy Committees. The Mobility Subcommittee meets the second Tuesday of each month at 10:00 at the YWCA in Rockford, and all meetings are open to the public for comment and participation. Prior to Mobility Subcommittee meetings, agendas are distributed to members on the RMAP mailing list and are sent to local media outlets.
